Bills Die as Deadlines Pass
Thursday, May 14th marked the last day the House could consider House Bills and Joint Resolutions on 2nd reading. As a result, any House Bill that was not approved by midnight Thursday no longer has any chance of passing.
While the bills themselves might be dead, their authors will look to attach them as amendments to other bills that are moving through the process. By rule, these amendments must be “germane” to the bill in which they are added—i.e. they must cover the same or similar subject matter.
Because of the flurry of amendments and the speed at which the House and Senate will operate during the last two weeks, care must be taken to ensure that damaging amendments are not placed on otherwise harmless bills.
TIER will continue to review committee and floor amendments to ensure that amendments containing bad education policy are defeated.
